Are Court Records Public in Caddo Parish County?
Louisiana law establishes a strong presumption of public access to court records. Under La. R.S. 44:31, any person of the age of majority may inspect, copy, or reproduce any public record, and the burden of proving a record is not subject to disclosure falls on the custodian. Article 251 of the Louisiana Code of Civil Procedure further requires clerks to provide access to records for inspection and reproduction upon request.
The Louisiana Public Records Law does enumerate categories of information that are exempt from disclosure. In the context of Caddo Parish court records, the following are generally restricted:

Caddo Parish County Criminal Court Records

The Clerk of Court began indexing criminal case information digitally in 1980, added minutes to the database in 1984, and started scanning criminal documents in 2002.

Expungement
The Caddo Parish Clerk’s office provides detailed expungement procedures and forms. The total filing cost is $550.00, consisting of four separate money orders:

- $250.00 payable to Louisiana Bureau of Criminal Identification/Information
- $50.00 payable to Caddo Parish Sheriff
- $50.00 payable to Caddo Parish District Attorney
These fees are nonrefundable. The process typically takes approximately six months to complete, and a separate expungement must be filed for each arrest.
Caddo Parish County Civil Court Records
The Civil Division of the First Judicial District Court handles all non-criminal matters in Caddo Parish, including contract disputes, personal injury claims, property litigation, successions (probate), and domestic relations cases. Marriage Records
The Caddo Parish Clerk of Court issues marriage licenses and maintains marriage records dating back to 1838. Divorce Records
Divorce case records are maintained by the Clerk’s office and can be requested through the same channels used for civil records. Filing a divorce action requires a $450.00 deposit.
Birth and Death Certificates
The Caddo Parish Clerk’s office partners with the Louisiana Department of Health to issue certified copies of birth and death certificates. These are available in person only at the Clerk’s office (not by mail), during the hours of 8:30 AM to 4:00 PM.

Payment is by cash or credit card only. The Clerk’s office can only issue death certificates registered in Louisiana from July 9, 2012 to the present. Under La. Rev. Stat. Ann. § 40:41, birth and death records are restricted to the named individual, their spouse, parents, children, siblings, grandparents, grandchildren, legal guardian, or their attorney. Alternatively, records can be ordered through the Louisiana Department of Health Vital Records Office in New Orleans (in person, by mail, online, fax, or phone) at lower state-level fees: $15.00 for a birth certificate, $24.00 for a birth certificate/birth card pair, and $7.00 for a death certificate.
Caddo Parish County Probate Court Records
Louisiana uses the term “succession” rather than “probate” to describe the legal process of settling a deceased person’s estate. The Civil Division of the First Judicial District Court handles succession matters in Caddo Parish, including the validation of wills, appointment of executors or administrators, transfer of property, and resolution of disputes among heirs.

Succession filings (both large and small estates, where “small” means $125,000 or less) require a $450.00 deposit.
