Twelve elected judges and two commissioners preside over the district court, handling everything from felony prosecutions and civil disputes to family law proceedings and successions. In addition to the district court, the parish is served by the Slidell City Court—the sole city court covering East St. Tammany—and multiple justice of the peace courts. The Slidell Annex offers limited departmental services. Callers should confirm availability before visiting. All mail and packages must be directed to the Covington mailing address or physical address—the Slidell Annex cannot receive mail.
Online case searching. Civil and criminal court records can be searched through re:SearchLA, a web-based platform powered by the state’s e-filing system. Users must register for an account to access the repository, which includes case information and e-filed documents across participating Louisiana courts, including the 22nd Judicial District. The clerk also maintains a legacy portal through its online services page for viewing archives, assessor tax rolls, land records, and marriage licenses, as well as e-certifying civil and criminal court records entered before April 25, 2019.

General copy fees. Standard copies of court documents cost $1 per page. Certified copies cost $10 per page.
Are Court Records Public in St. Tammany Parish?
Louisiana’s Constitution and the Louisiana Public Records Law (R.S. 44:1 et seq.) guarantee that any person of the age of majority may inspect public records maintained by government entities, including courts. The clerk of court must make nonconfidential records available to any requester.
Records that are generally public include:
- Civil suit pleadings, motions, orders, and judgments
- Criminal bills of information, court minutes, and sentencing records
- Succession filings (inventories, petitions for possession, judgments)
- Conveyance and mortgage recordings
- Marriage license records
- Traffic violation records
Records that are restricted or confidential include:
- Documents relating to pending criminal investigations (beyond the initial complaint reports)
- Identifying information of confidential sources
- Security procedures and investigative training materials
- Arrest records of persons not convicted or who have not pleaded guilty (with limited exceptions)
- Juvenile case records sealed by law or court order
- Adoption records
- Any record sealed by specific court order
A detailed enumeration of exceptions appears in R.S. 44:3. Cases sealed by the court or by operation of law are not available to the public at any of the clerk’s departments.
St. Tammany Parish Criminal Court Records
Criminal cases in St. Tammany Parish—felonies, misdemeanors, juvenile offenses, traffic violations, and non-support matters—are prosecuted in the 22nd Judicial District Court and recorded by the clerk’s Criminal Department. The Criminal Department is located at the Basement Level (Elevator C) of the St. Tammany Justice Center in Covington.
Available criminal records. The public may research and obtain copies of court minutes for misdemeanors, felonies, juvenile cases (where not sealed), non-support cases, traffic violations for adults and juveniles, criminal defendant histories, criminal background sheets, and criminal and civil appeals.
Criminal background checks. The clerk’s Criminal Department conducts criminal background searches for $20 per name. This fee covers pulling the file, reporting findings, and certifying the relevant documents. Additional fees are outlined on the Criminal Department Fees schedule, which also lists charges for defendant history reports ($1 per page) and certified copies.

The form requires the docket number, defendant’s name, date of birth, document type, and the number of standard or certified copies needed.
Online criminal case search. Criminal case records can be searched through re:SearchLA by selecting criminal case-related options under the case type filter.
Arrest and incident records from the Sheriff’s Office. The St. Tammany Parish Sheriff’s Office Criminal Records Department compiles and disseminates reports related to criminal arrests, offenses, and incidents. The custodian of records is Major Daniel Fleischman, reachable at (985) 809-8242. The public may submit records requests through the Sheriff’s Office public records request portal. Payment of applicable production costs is required before records are released. The Sheriff’s fee schedule (effective February 10, 2025) includes:

- Enforcement and administrative records (up to 20 pages): $15 per case/record
- Additional pages 21–100: $0.50 per page

St. Tammany Parish Civil Court Records
The 22nd Judicial District Court serves as the principal trial court of general jurisdiction for St. Tammany Parish. Civil matters handled by the court include personal injury claims, breach of contract, employment disputes, property litigation, successions, and tutorships. The clerk’s Civil Department processes all filings and maintains these records.
Filing civil suits. Civil pleadings may be e-filed in accordance with Louisiana Code of Civil Procedure art. 253 through eClerks LA. Most e-filed documents become the originals once received by the clerk, although certain original legal documents cannot be e-filed per La. CCP art. 253, R.S. 9:2602, and R.S. 9:2603. The clerk also accepts filings in person at the Justice Center. R.S. 13:842–13:843.

Land and property records. The clerk’s Land Records Department maintains all documents recorded in the mortgage and conveyance records of St. Tammany Parish, including acts of sale, mortgages, liens, cancellations, and related instruments. The department is open 8:30 a.m. to 4:30 p.m. each weekday. Documents can also be submitted electronically through the clerk’s e-recording partners: CSC, ePN, and Simplifile. Requesters may submit a Land Records Copy Request Form by mail to the Covington address. Effective January 1, 2026, all credit card transactions on the Land Records (Legacy) site incur a 2.75% processing fee.
Property assessment information is available separately from the St. Tammany Parish Assessor’s Office via the assessor’s online property search portal. Property tax records can be verified through the Sheriff’s Office property tax search tool.
St. Tammany Parish Family Court Records
Family law cases in St. Tammany Parish are heard by the Family Court divisions of the 22nd Judicial District Court—Division K (Judge Oppenheim) and Division L (Judge Amacker). These divisions have jurisdiction over divorce, child custody, child support, paternity, partition of property connected to matrimonial regimes, protective order hearings, and all types of adoption proceedings.
Hearing officer conferences. Under La. R.S. 46:236.5©, the family court uses hearing officers—attorneys with at least five years of family law experience—to expedite proceedings. When a family court matter is filed, the clerk assigns both a hearing officer conference date and a judicial hearing date. Parties must bring all documents, supporting evidence, and a completed Family Court Affidavit to the hearing officer conference. In St. Tammany Parish, hearing officer conferences take place on the third floor of the Justice Center (check in at Room 3066). Objections to a hearing officer’s recommendations must be filed with the clerk within five days of receiving the report, exclusive of legal holidays. Accessing family court records. Family court records are maintained by the clerk’s Civil Department and can be obtained through the same channels used for civil records: in-person visits to the Civil Department, mail requests using a Civil Records Copy Request Form, or online through re:SearchLA. Marriage records. The clerk’s Personal Document Services Department issues marriage licenses and maintains marriage records. Applications are available by calling (985) 809-8745 during business hours. Birth and death certificates. The clerk’s office functions as an agent for the Louisiana Vital Records Registry and can process requests for certified copies of Louisiana birth and death certificates through the Personal Documents Department at (985) 809-8745. Under Louisiana law, birth and death records are confidential. Only the person named on the record, a parent, sibling, grandparent, adult grandchild, or (for death certificates) a named insurance beneficiary or trust beneficiary may obtain copies. Standard fees set by the state include $15 for a certified birth certificate and $26 for a long-form death certificate. Older death certificates (those registered before July 2012) must be requested from the Louisiana Vital Records Central Office in New Orleans.
St. Tammany Parish Probate Court Records
Louisiana does not use the term “probate” in its civil code. Instead, the legal process of settling a deceased person’s estate is called a “succession”, and the appointment of a guardian for a minor or incapacitated adult is handled through “tutorship” or interdiction proceedings. All succession and tutorship matters in St. Tammany Parish are filed in the 22nd Judicial District Court and maintained by the clerk’s Civil Department.
Types of succession filings available through the clerk include:
- Petitions for possession (testate estates with a valid will)
- Petitions for administration (intestate estates or contested matters)
- Small succession affidavits under La. Code Civ. Proc. art. 3431
- Inventories and detailed descriptive lists
- Judgments of possession
- Independent administrations under La. Code Civ. Proc. art. 3396
Tutorship filings cover proceedings in which the court appoints an adult to serve as guardian of a minor’s person and/or property. Interdiction proceedings address the appointment of a curator for an incapacitated adult.
Searching succession and tutorship records. These records can be searched in person at the Civil Department at the Justice Center, online through re:SearchLA, or through the clerk’s legacy online services portal (for records entered before April 25, 2019). The Archives Department preserves historical succession records dating back to 1810. Requesting copies. Use the same Civil Records Copy Request Form described in the civil section and mail it to the clerk at P.O. Box 1090, Covington, LA 70434, with the applicable payment. Standard copies are $1 per page and certified copies are $10 per page. Filing fees for new succession or tutorship proceedings follow the schedule established under La. R.S. 13:842–13:843, supplemented by any additional fees the clerk collects on behalf of other agencies.
Archival records. The Archives Department holds an extensive collection of historical records, including successions from 1810 to 1986, conveyances from 1810 to 1921, mortgages from 1825 to 1959, marriage licenses from 1810 to 1969, criminal records from 1810 to 1976, citizenship and naturalization papers from 1817 to 1907, and property tax archives from 1880 to 1940. These archival materials are valuable for genealogical research, historical property investigations, and tracing family lineage in St. Tammany Parish.
